Los Angeles City Councilman Paul Koretz plans to use legislation to move an elephant named Billy out of the Los Angeles Zoo and into “a more suitable habitat.” Today, Koretz will be joined by representatives from several animal advocacy groups at the zoo’s main entrance to introduce a plan to”change the way elephants are treated at the L.A. Zoo.”
