Bill Description: This bill would strengthen existing state law to create an agency tasked with the protection and care of domesticated animals and their sale to consumers. The effect of this law would be to expand protections for birds, mammals, and reptiles that are sold within the state or that are imported or exported from the state. A license or permit would be required in order to sell these animals at pet stores.

Existing law allows animal control agents and Massachusetts Society for the Prevention of Cruelty to Animals (MSPCA) officers to assist in ensuring that pet shops comply with state laws. If passed, this bill actually would decrease animal suffering and the proliferation of puppy, kitten, and bird mills by allowing additional professional inspectors to ensure that state laws are effectively working to protect pet shop animals and consumers.
