A 3237 Prevents Overcrowding at Pet Shops [2006]

Bill Description: If passed, this bill will require the state Department of Health and Senior Services to enact rules specifying the proper care and housing of animals at pet shops and kennels. The bill also sets penalties to be assessed against those pet shops and kennels that house animals in overcrowded conditions. The penalties range from $500–$5,000 in civil penalties and license revocation. Animal shelters and animal rescue groups are not affected by this bill.

Overcrowded conditions in pet stores and kennels negatively impact animal welfare and set the stage for disease, illness, and injury. Overcrowded cages place stress on the animals housed within them, and this can lead animals to fight and injure each other, to self-mutilate, or to engage in repetitive stereotypic behaviors. The stress and injuries also can increase the risk of disease to the animals.
