2012 State Legislation:

Minnesota: S.F. 1628/H.F.1856 Allows Wolf Hunting and Trapping [2012]

Born Free USA position: OPPOSE

Update (August 2012): The bill did not pass this year.

Bill description: This bill establishes a season for the hunting and trapping of wolves.

Utah: SB 245 Raises the State’s Coyote Bounty [2012]

Born Free USA position: OPPOSE

Update (March 2012): The governor signed this bill into law.

Bill description: This bill would give people $50 for each pair of ears from coyotes that have been shot or trapped. Currently, the bounty is set at $20.

Rhode Island: S 2033 Bans Certain Exotics as 'Pets' [2012]

Born Free USA position: SUPPORT

Update (August 2012): This bill died in committee.

Bill description: This bill would prohibit the ownership of alligators, crocodiles, pythons and boa constrictors.

South Carolina: S.201/H.3678 Prohibits Bear Baying, Fox Penning, and Possession of Captive Bears [2012]

Born Free USA position: SUPPORT

Update (August 2012): The bill did not pass this year.

Bill description: This bill would amend South Carolina’s Animal Fighting and Baiting Act to include bear baying and fox penning as prohibited activities. Currently the act exempts both activities from the state’s general prohibitions on animal fighting and baiting. The important bill also would make it illegal to possess a captive bear for any purpose other than educational or scientific purposes.

Wisconsin: SB 226 Encourages Sport Trapping [2012]

Born Free USA position: OPPOSE (based on its negative impacts for trapping reform) but SUPPORT Amendment 2

Update (August 2012): The bill did not pass this year.

Bill description: Among other provisions, this bill would prohibit the state Department of Natural Resources from awarding a land grant under the stewardship program or acquiring lands unless trapping (and hunting) is allowed. Born Free USA has worked with the office of Sen. Fred Risser (D-26) to introduce Amendment 2, which would prohibit people from setting, placing or operating a body-gripping trap unless the trap is smaller than 36 square inches or unless it is at least half-submerged in water. While we would like to see an end to body-gripping traps, Amendment 2 is a step in the right direction for an otherwise misguided bill.

Wisconsin: SB411 Allows Wolf Trapping [2012]

Born Free USA position: OPPOSE

Update: Gov. Scott Walker signed this bill into law on April 3, 2012.

Bill description: This bill requires the Department of Natural Resources to issue wolf harvesting licenses if the wolf is removed from the United States and Wisconsin lists of endangered and threatened species. The license authorizes both the hunting and trapping of wolves.
