Iowa: HF 257 Places Restrictions on Trapping [2011]

Update (April 2011): This bill is no longer active because it did not pass the assigned committee on time.

Bill description: This bill prohibits Conibear traps with jaws larger than 5 inches, unless traps are under water. It also prohibits setting a Conibear type trap in a bucket or similar container with bait or lure, or setting a Conibear-type trap or snare within 5 feet of any fence without the permission of the adjacent landowner or tenant.

Illinois: HB 3457 Strengthens the Illinois Dangerous Animal Act [2011]

Update (March, 2011): This bill failed to pass.

Bill description: This bill provides that all dangerous animals or primates (acquired after January 2011) possessed in violation of the new ban will be seized from possession, and that the animals must be placed in custody and control of an accredited zoo or wildlife sanctuary.

Arkansas: SB 901 Prohibits Private Ownership of Primates [2011]

Bill description: This bill makes it unlawful for a person to own, possess, breed and to transfer or receive ownership/possession of a primate. It exempts AZA-accredited facilities, registered nonprofit humane societies, vet hospitals/clinics, law enforcement, wildlife sanctuaries and persons holding an Arkansas State Game and Fish wildlife breeder/dealer permit or a scientific collection permit.

Missouri: SB 138 Creates the Captive Non-Human Primate Act

Born Free USA position: SUPPORT

Bill description: Senate Bill 138 bans private possession, custody or control of non-human primates without first procuring a permit, which must be renewed every five years. The bill places specific permit application requirements, including identification information of the following: owner/possessor identification, primate, veterinarian and exact location where primate is kept. The bill also requires all captive primates to be sterilized, and for possessors to display conspicuous signage and to establish escape plans.

Maryland: HB 540 Prohibits Leghold and Body-Gripping Traps in Montgomery County [2011]

Update: HB 540 was put on hold without a vote by the Maryland House Environmental Matters Committee.

Bill description: House Bill 540 prohibits using, setting, placing or maintaining a leghold or body-gripping trap in Montgomery County. The bill exempts traps set by the Department of Natural Resources and traps set on farmland by the property’s owner, tenant or agent.

Illinois: SB 1704 Would Place Restrictions on Body-Gripping Traps [2011]

Update (March, 2011): This bill failed to pass.

Bill description: Senate Bill 1704 would prohibit the following: placing, setting or maintaining a body-gripping trap (on land) within 30 feet of bait that is not completely covered and concealed; and placing, setting, maintaining or using a body-gripping trap within a quarter-mile of certain public areas (a residence, school, picnic area, playground, beach, campground, road, highway, public trail, golf course or parking lot).
