Bill Description:
It amends the existing prohibition on hunting or killing otters to allow hunting or trapping of otters if done in accordance with regulations adopted by the director of the Department of Environmental Management.

Trapping is an ineffective method of wildlife management, because decreasing the population will free up resources for the remaining otters, and allow them to breed more quickly. Additionally, read about the inherent cruelty of trapping here.
