S. 253 Prohibits Bear Baying, Fox Penning and Possession of Captive Bears

Bill description: Senate Bill 253 would amend South Carolina’s Animal Fighting and Baiting Act to include bear baying and fox penning as prohibited activities. Currently the act exempts both activities from the state’s general prohibitions on animal fighting and baiting. The important bill also would make it illegal to possess a captive bear for any purpose other than educational or scientific purposes.
