Definitions:

  • Animal: non-human animals except fowl. Includes Psittaciformes and Passeriformes birds. Applies to § 14:102.1 only. (LA. REV. STAT. ANN. §14:102.1)
  • Licensed pet turtle farm: any individual, firm, corporation, or entity engaged in the collection, hatching, sale, shipping, or distribution of turtles using a sanitization method. (LA. REV. STAT. ANN. § 3:2358.3)

Vet Care:

  • Prohibits custodians from “unjustifiably” failing to provide any animal with “proper” vet care (intentionally or with criminal negligence). (Penalty: max 6 months’ confinement and/or max $1,000 fine) (LA. REV. STAT. ANN. § 14:102.1)
  • Anyone receiving pet turtles or turtle eggs must also receive a health certificate. (LA. REV. STAT. ANN. §3:2358.10)

  2. The definition of “animal” may actually be broadly written while the types of animals covered by the law (e.g., veterinary care, sanitation, food and water) may be more narrowly drafted.
